Add the ability to specify the ancillary configuration files on the program command line for PROAFP, PROPS, PROPDF, PROMETA and PROPCL. The additional configuration parameters include AUXCONFIG, SYSCONFIG, DRVCONFIG, RESMANCONFIG and DEVCONFIG.

If users previously specified the configuration parameters AUXCONFIG, SYSCONFIG, DRVCONFIG, RESMANCONFIG and DEVCONFIG on their command line program invokations, those parameters would have been ignored. Now they will be used, and this could cause additional or conflicting configuration parameters to be used.
